Low GPU Usage, Low CPU Usage, LOW FPS?

Alright first off I play games with 3d vision. So basically I need high FPS. My system is built for it though. AMD Phenom II X6 1090, 8GB RAM 1600, NVIDIA GEFORCE 680(this problem happened with 580 as well), SSD hard drive, 950 watt PSU corsair.
MY GPU/CPU usage. would not hit anywhere near max, probably close to half. I only play at 1280x720 3d resolution yet I'd see dips in my FPS. Its not hiccups either, Like if I move to spot and and it drops to 30fps-40fps and stay there 30fps would be consistent. This occurs on high-end games. Games like KoA:Reckoning I get 60 consistent.
I even play around with the cpu's affinity in game. If I run with only 2 of the processors active I get same fps.

what games are you playing in 3d?
with 3d your framerate is basically cut in half, you should try playing with 2d mode and if your getting more then 2x the framerate its drivers
also whats your native monitor resolution
have you tried some gpu overclockign software? try msi afterburner it gives you on screen information
 
Your system is fine dude. Quit Worrying. My system does this. I have a Phenom II X4 980. one of the best AMD Chip's you can really buy right now..... You never want your CPU and GPU running at 100% 24/7 unless your stress testing. Like he said if your running a six core. worry more on per- core usage not. Overall usage. (If you want to worry) as for the GPU. what reslotuon are you running a 680 can handle anything on the market right now as games is concernet with out a sweat so....
 
I think you guys misunderstand. Lets say you want to play team fortress 2. You have a 120 hz monitor. You are playing in 2d. You have a system like mine. You should get 120hz. I am not, I am getting like 80 but its telling me cpu and gpu are only running at 20%

You cant play 3d games at 30hz. You need like 50-60. Which is why you build a good system. Trying to play at 30 hz 3d is bad for your eyes.

There are times in me3 that I get below 60hz fps in 2D on ME3 in 720p. That doesnt make sense with my system. It is like their is a bottleneck that I am not aware of.
