Question Low GPU Usage Low Framerate

So on most games I'm getting stuck at either 60 frames or 90 frames but I never reach my monitor's 144. I've looked around online but I can't find anything. I'm using a 2080ti, i7-8700k, and 32gb dual channel RAM at 1069MHz.

Is that a 1080p Monitor screen ? Which POWER SUPPLY unit are you using for the RTX 2080 Ti ?

It is a 1440p monitor. I'm using a Corsair RM850x.

OKAY....That's a very good PSU. No worries here. What all PC games are you actually playing ?? How is the GPU usage while gaming ? And, what about the Temp values of both the CPU and GPU ? Just make sure the frame rate is not getting capped by any software/app.

I play all kinds of games but recently We Happy Few and League have been giving me the most issues. Both of them are around 60fps on all settings. My temps are both around 45C for both games and the usage is around 60% for GPU and 40% for CPU

What's your motherboard because those Ram speeds are confusing to say the least.
