[SOLVED] Low GPU Usage on RTX2060

hey everyone so i have had this card for about 6 months now, its was brand new when I purchased it so lets cross that off the list, when it comes to regarding games my highest GPU usage is 70% and thats the highest i have seen from this card, every other game is 40% or below in titles such as Rust, WOW, Minecraft
My CPU usage at max is around 50-60% when playing games

Windows 10 pro latest version
32GB RAM(16x2) 2666Mhz
RTX 2060 Gaming Z 6GB
Ryzen 5 1600x
X370 Gaming Carbon Pro Motherboard
Dell 144hz Gaming Monitor
250GB SSD Crucial
1TB HHD Crucial'

i really havent been enjoying my experience at all since i bought this card, have found better performance off a 1050TI 4GB

can someone please help, i have tried everything regarding maximum power, overclocking
 
Yup. Makes sense.

CPU usage % is a difficult one to go by because if a game isn't using ALL the cores, you're not going to see 100% usage, despite the CPU being the bottleneck. I normally go by GPU usage %.
so you suggest new CPU, I saw that disabling HPET is an option but I cannot find it in the BIOS anywhere

Not only is your CPU bottlenecking you, but your RAM is incredibly slow for a Ryzen CPU, making it run even slower. Ryzen CPUs need faster RAM to run well, 3600 MHz RAM being ideal.
