Hey guys I'm having some problems... So I just got a new GPU and PSU upgrade, and a SSD, and installed Windows on it. I'm in the process of installing my games back, and have Destiny 2, Far Cry 5, Battlefield V, and Metal Gear Solid V The Phantom Pain, so far. BFV performance is great had to teak a few settings but seems all good. Except in multiplayer it seems CPU utilization is at around 80% but GPU is always above 90%, so that should be fine.
In Far Cry 5 and MGSV the GPU is always at 60-70% while CPU is like 40-50% resulting in lower FPS than what it should be. Destiny 2 has lower FPS drops in highly populated areas, but I can't monitor my system in-game for that game. I found a program that increases GPU usage by about 10+ but still it's lower than 90% and lowers even further usually. I will have to install the rest of my games to observe if this happens some more, but what can I do to fix this? This dosent appear to be a bottleneck since CPU usage is also low. Are these games just a little unoptimized?

-Ryzen 5 1600 OC@3.8Ghz
-RTX 2070 Stock
-16GB DDR4 RAM 2400Mhz OC@3200Mhz
-750w PSU 80+ Platnium.
