Question Low GPU Usage

Hey guys I'm having some problems... So I just got a new GPU and PSU upgrade, and a SSD, and installed Windows on it. I'm in the process of installing my games back, and have Destiny 2, Far Cry 5, Battlefield V, and Metal Gear Solid V The Phantom Pain, so far. BFV performance is great had to teak a few settings but seems all good. Except in multiplayer it seems CPU utilization is at around 80% but GPU is always above 90%, so that should be fine.

In Far Cry 5 and MGSV the GPU is always at 60-70% while CPU is like 40-50% resulting in lower FPS than what it should be. Destiny 2 has lower FPS drops in highly populated areas, but I can't monitor my system in-game for that game. I found a program that increases GPU usage by about 10+ but still it's lower than 90% and lowers even further usually. I will have to install the rest of my games to observe if this happens some more, but what can I do to fix this? This dosent appear to be a bottleneck since CPU usage is also low. Are these games just a little unoptimized?

PC Specs:
-Ryzen 5 1600 OC@3.8Ghz
-RTX 2070 Stock
-16GB DDR4 RAM 2400Mhz OC@3200Mhz
-750w PSU 80+ Platnium.

Also GPU temps are always below 70c and CPU temps are below 60c.

On Far Cry 5 check if you have a single thread at 100%. This is a common issue from the DRM. That one thread handicaps the rest of the game accordingly. To fix it myself (post October update at least) I had to disable the the meltdown and spectre patches while gaming. Prior to the October update the patches did not handicap my FPS nearly as much...Point being using inspectre you can disable the patches and get back the lost horse power. See if that helps. Inspectre linked below and developed by a well respected PC security programmer. You must reboot after applying and I would only leave them disabled when gaming if this helps.

Weird thing is all threads are all balanced out and none at 100%. The low framerate usually happens whenever I go to liberate any place from the cult group. Also it seems CPU usage stays low at around 40% but can spike up to 70-80% then go back down. Even weirder when I alt-tab out of the game then go back in FPS stays high then goes lower.
