Should I unintall Geforce experience?

My build is under my question, apart from the graphics card is now a MSI 970 Frozr

Yes, and the driver, and any "gaming" programs including overclocking tools. You can install them later

Done that just, still got the same scores.

From what I see your GPU usage isn't going above 50%. Have you made sure you have set your PC Power Options to maximum performance (remove any power saving settings) as well as your nvidia display control panel - 3d settings to maximum performance, instead of power saving?

Everything's set to high performance and reset the control panel for the display. No changes.

Run 3DMark see what you get there.

Since you are going from an nVidia to another nVidia card you should not need to uninstall the drivers first.

Maybe try a BIOS update for the motherboard though.

Just woke up gotta go to work when I get back I will update the bios. Installed my chipset last night, Windows 8 version though didn't make a difference. Running 1080p on my screen. Will update my bios when I get in and post if there's any difference. Rat 3D mark before I went to bed and got 11000 for the graphics card and 15000 is the average score. Deffinitely something not right.

Updated the bios, no change, it seems to be the direct x 9 and 10 that my gpu is failing to rate high on... Not sure I have to install that do I for it to be higher?

"This is the mode that the test attempts to run in by default, if the video card or monitor do not support this mode the test will be attempted to run at a lower resolution or anti-aliasing level, in these cases the test score will be penalized."

Does me having a Sony Bravia TV from like 2012 mean that's why it's posting these results lol

If the TV can run at the resolution the test needs it won't affect anything. What OS are you using?

Installing DX 9 over the setup won't hurt anything, but I don't know if it will change the score, issue with those scores is that they don't list the details of the system. It may be a different operating system, different drivers, etc...

I know all the details of the system if they help. I'm happy to try anything to help. The tv does run the test and I can see it. Problem is with the direct x 9 setup is it won't let me use it as I'm on Windows 10 and it says it's for Windows XP and earlier. It performs in games, I can run fallout 4 in ultra even with God Ray's on ultra and it will barely drop down from 60fps. I'm just stumped as to why it's posting bad scores for the lower resolutions. I overclocked my cpu to 4.2ghz incase it was a bottle neck of some sort, but people with the same configuration as me run th test just fine.

I've been playing my game DotA 2 and I'm getting 60FPS as I have V Sync on, but after a while the frames will go from 60 and start rapidly fluctuating around... they drop down to 30, flicker around 40... Then after around 5-10 minutes it goes back to normal and it repeats. I have absolutely no clue in the world why it's doing it. The card itself is fine, I got it from my cousin's dual 970 set up and he has the other card working perfectly in his computer. My old GTX 770 would perform better than this pile of shit. Seriously contemplating just selling it on eBay because of how many problems I'm getting from it that I just don't know how to fix, nor do I even know what's wrong with it.

I seriously doubt the card is at fault. Give us full pcpartpicker specs of your system, and also verify that the card is properly seated and power pins are connected

Solution

Try swapping cards with your cousin, see if it's specific to the card or your system.
