[SOLVED] Low HDD "Minimum transfer rate"

Recently i used HDTune app to measure my HDD info. I've noticed i get a huge drop and i'm having low amount of "minimum HDD transfer". Is it normal? Or i'm just getting too sensitive afterwards of installing W10?
I ran 3 different tests. screenshots provided below. and no, there were no additional apps running in background(Besides telegram and WMP, which i assume they don't use much of HDD resources)
Specs: ST1000DM003-9YN162 1TB 6GB RAM G620 2.6GHZ CPU W10 Pro

Solution
Nothing bad regarding health according to that, but still doesn't help you with your slow transfer issue.

Try a new SATA cable on that drive, if no different test the drive with SeaTools for Windows:

S.M.A.R.T check, short drive self test, short generic was OK.
Any other test i should try? since when i start like "Advanced test", it says: you may lose data.
