Ok, I think both your RAM and your CPU are contributing to your low score.

Your RAM speeds are incredibly slow. Somewhere around 3000 MHz is considered good these days.

You're leaving a LOT of CPU performance on the table by not overclocking your 9700k. I have a 9700k as well (paired with a 280 mm AIO) and I have it overclocked rock solid at 5.1 GHz on all 8 cores at once.
Hello, I just figured out about heaven benchmark 4.0 and I'm getting this
Is this an average score for this hardware?

I'm imagining two potential issues, possibly with your CPU or your RAM.

A. What speed is your RAM running at? Is it 1 x 16 GB or 2 x 8 GB?

B. Is your 9700k operating at stock clocks or have you overclocked it? What kind of CPU cooler are you using?
