Question Low PC performance.

Okay, so i got this PC about 2 years ago, at first it worked like a charm, but after some time it started being slow, but not just in games.
Like, i cant play games and listen to music on youtube at the same time, my fps drops to 20, i have to close every program that is working in background to obtain stable and lets say "playable" fps.
I also did new windows, its behaves same.
Im afraid its because of the specs, are they too bad?

AMD Athlon(tm) X4 840 Quad Core Processor 3.8 ghz
8 Gb RAM
AMD Radeon (TM) R7 360 Series
HL-DT-ST DVDRAM GH24NSD1
WIN 10 64.

I also have a huge list of processes working, and i have seen some people have like max 20, is that normal?
I have more than 200 ( 100 of them are service hosts)
