Low power draw GPU

So, in furmark stress test Afterburner says GPU usage is at 100% and power at 115%. But when I'm playing certain games usage is 100% but power being drawn is at 60%. Any ideas?

Stress testing is an absolute worst case scenario where the GPU is taxed to it's limits. Games and other real world scenario's don't subject the GPU to those sort of torture tests. In fact not all games will even tax the GPU to 100% usage.
