I have that same PSU running my computer at the moment and haven't had a problem. It can handle up to the 7850. The rebate does work but it takes about 4-6 weeks.
It all depends on how you look at it. Normally for selling for only a bit more than a 7750 the upgrade to a 7770 is a good deal but if you factor in the PSU that it'll require the value goes down.
I would be looking at the Performance preset which is 1920 x 1080. Then also consider if you'll be overclocking the card or not. If you want that bit extra then the 7770 is better but it's $30 more after rebate and $50 more before.
10 FPS can be a bit difference but it depends on where the 10 is. For example if a card runs a game at 80 FPS and another at 70FPS, both are overkill and there would be no difference. But if a card runs a game at 20FPS and another 30FPS there is a significant difference. The 20FPS most would consider unplayable but the 30FPS would be. The normal benchmark for play ability is 30 FPS while most enthusiasts will aim for 60FPS and people that are completely anal will go for the 120FPS (which requires a better screen). 60 FPS is normally the refresh rate of most monitors.

My resolution max is only 1680 x 1050.
If I run...for example...Crysis 2, will I get good framerate on the 7750?
I'd say medium settings if you don't touch the AA. Where the 7770 would be high without touching AA.
As for the comment above, install the high resolution pack which enables DX11 and you won't touch max settings (even stock I doubt you are at true max).

Dirt cheap power supplies are not worth the money. They die quickly and take other components with them ie. cpu, motherboard, and graphics card. Wait until you have the money to buy a decent one ($40-60).
Just letting you know, I have tried to play Crysis 2 on a 1680 x 1050 monitor with an E8300 at "Very high" settings at 40 fps. So no problems. It does ultra at 20 fps
