Question Low rendering,shadow pop up, texture flickering in all games.

Why i have this graphical issues texture flickering,shadow pop up, and many many other graphic glitches look at this two videos (i have recorded)

in ALL GAMES I HAVE THIS ISSUES Why doesn't nvidia say how to fix it?
i try with my old graphic card gtx 970 and still i have this issues.
