Low speeds on both hdd

What is the rest of your specs?
In the past, low sata results came from amd chipsets.

Then, the WD green is likely a 5400 rpm drive. It is a storage drive that will spin down when not used.
Both of those characteristics combine to the very high random response times.
The hard drive will be used to take game checkpoints, load levels, and load graphics textures.

Do yourself a favor and convert at least your C drive to a SSD.
240 or 500gb ssd devices are now reasonably priced.
Look for Samsung 850 evo.

It's hard to find any info about this wd rpm speed so i don't know his rpm. It was bought in pre-built pc few years ago so i had no choice there.
I'm using Seagate for windows and WD for games etc right now. Unfortunately i can't afford good ssd beacause prices are sick right nowe here where i live, 850 evo 240gb costs ~400 local currency while i paid for example ~900 for cpu..


 
I have three suggestions:
1. download the hard drive diagnostics and run them
WD data lifeguard for WD and Seatools for Seagate.

2. Verify that your chipset drivers are current for your motherboard.

3. Check your motherboard bios level.
If it is not current look to see if an update addresses anything like your issue.
DO NOT update the bios unless it fixes your issue.
A failed bios update can be nasty or impossible to recover from, bricking your motherboard.
