low usage on gtx 1080

Hi i bought a new pc and i'm not getting the perforance that i should

My specs:
Gigabyte gtx 1080
Amd ryzen 5 1600x
Hyperx 16gb ram 2133mhz ddr4 (overclocked to 2400mhz)
ASUS STRIX B350-F GAMING
IN WIN F2 600W 80PLUS Bronze
Antec Mercury 240
Windows 10 pro 64 bits

Acer - XF240Hbmjdpr 144hz monitor

I play mostly csgo and the usage of the gpu is around 30% / 100fps
Vsync is off in game and in nvidia control panel
Windows is set to high performance
i did a stress test on the gpu and it can go to 100% usage
Idk what to do i tried doing everyting and nothing works

CSGO is more CPU intensive the GPU, sounds counter intuituve but try turning up the settings in CSGO and see if it will push the GPU into doing more and in turn increase your FPS.

The settings are all at max but the res (1440x1080) 4:3
and i see youtube videos of people getting +400fps with a gtx 1080

ok i think i know what i is my memory clock is only at 5005 and it's suposse to be 10008
does anyone know why this is happening and how to fix it ???

Is it the only game that runs poorly? If so maybe try a clean install of CSGO and see if that fixes the problem.

All my games do not use 100% of the gpu but for gta and stuf like that 60 fps is enough
i even reinstalled windows and that did not work
