Question Low utilization rx 5700 xt

I recently upgraded to a rx 5700xt and ryzen 7 3700x but I realized that the gpu runs nowhere near 100% in most games, LOL runs at around 30% which im fine with because i still get 200fps but i played Arma 3 today and the gpu barely went above 50%, I was getting frame drops and terrible fps. How can I make it run at full utilization?

1080p 144hz. I've tried running all different types of settings including running at 4k, I still only see 40-70% usage

Haven't looked yet but I have the newest drivers and Adrenalin 2020

I'm having the biggest issues in Arma 3 because it only runs 60-80 fps which doesn't feel playable when everything else will run over 144 fps
