Question Low video quality (improves when scrolling?)

I really didn't know how to name this thread, because I find it difficult to explain my problem.

I noticed lately that when I watch a video on my laptop, no matter on which platform (YT, Insta etc). the quality of the video is not good even if I change it from 720P or 1080P. It pretty much stays the same. I've been learning coding lately using some online tutorials and on every single one of them I notice the same thing. Quality isn't good, especially the text. It feels blurry and not so sharp. It only gets sharper if I scroll up/down while the video is playing, or if I hover over another Google Chrome tab. I am attaching below 2 screenshots.

First one is a screenshot of the video in 1080P and the second one from the same 1080P video but while I was scrolling down. This is really weird. Do I need to change any settings on nvidia Control Panel so that the videos look normal (sharp)?

You forgot to mention the make and model of the laptop and it's SKU.

You should check and see if the laptop is pending any BIOS updates. Follow that up with checking for an OS update. Following that, use DDU to remove all GPU drivers(Intel, AMD and Nvidia), then manually reinstall with the latest GPU driver sourced off of Nvidia's support(since you mentioned Nvidia control panel in your thread's body) in an elevated command, i.e, Right click installer>Run as Administrator.
