Lower FPS with new system?!!!

I just had a new system built and my FPS when gaming is rediculously low. With my old system I averaged around 50fps and now I'm averaging in the low 20s. I even ran 3DMark05 and ended up getting a score of around 6600 which was the lowest score by far in comparison to similar builds as mine. Sometimes when my framerates are really low (below 10) I hear a clicking sound coming thru my speakers.

OLD SYSTEM: NEW SYSTEM:

CPU- P4 640 Prescott 3.2GHz CPU- E6750
MOBO- ASUS P5N32 SLI Deluxe Mobo- Gigabyte P35-DSR4
PSU- Fortson 500W PSU- Corsair 620HX
Video Card- XFX 7900GT Video Card- EVGA 8800gts
Memory- 2GB Corsair Value Select DDR2 667 Memory- 2GB Crucial Ballistix DDR2 800
OS- Windows XP home edition OS- Windows XP Pro x64

I didn't overclock with my old system and I don't really intend on doing any overclocking with my new system so does anybody know what the problem could be? Any suggestions because this is killing me. I was expecting my frame rates to at least be in the upper 80s. I know someone that has a similar build to mine but only has a 7950GT and his frame rates are in the 90s. Any help would be greatly appreciated.
 
I haven't every heard of XP Pro x64 Slowing it down. I have heard of vista doing it, but the bit version really shouldn't have too much of an effect. If anything, it will make for better ram usage.
 
Windows XP Pro x64 is worse than regular XP? I thought going 64 bit would increase performance. Please explain why it would be worse. 🙁
