I recently upgraded my PC to

Sapphire R9 Nitro 390 - 8GB GDDR5 - 512-bit PCIE DVI-D
Corsair CW-9060024-WW Hydro Series H80i V2 120 mm High Performance All-In-One Liquid CPU Cooler - Black
AMD FX8350 Black Edition 8 Core Processor (4.0/4.2GHz, 8MB Level 3 Cache, 8MB Level 2 Cache, Socket AM3+, 125W, Retail Boxed)
Corsair CMY16GX3M2A2400C11R Vengeance Pro Series 16GB (2x8GB) DDR3 2400Mhz CL11 XMP Performance Desktop Memory Kit - Red
Gigabyte 970A-UD3P Motherboard (AMD 970, SB950 DDR3, SATA, RAID, ATX, Gigabit Ethernet LAN, Socket AM3+) Rev. 2.0.
Corsair CP-9020062-UK RM Series RM1000 80 Plus Gold 1000W ATX/EPS Fully Modular Power Supply Unit
WD 1 TB 3.5-inch Internal Hard Drive - Black

I was under the impression that with these parts I would be able to run most games at a high FPS on high settings. Sadly, people who are running games on worse computers are getting much better results on the same settings. What could be going wrong?

For example, I'm trying to play Arma 3 right now. I understand that it is a heavy game to run, but my friend is using the same settings as I am at 50+ FPS while I'm sitting at 14-28

Solution
It's possible it's overheating, do you live somewhere where your room temperature is higher than 30C? Also check case airflow. Otherwise you may need to RMA the card.

The last time I helped someone out with a problem like this it turned out his room temperature was about 38C, and most video cards aren't really designed to operate at really high room temperatures. Radeon 290/390 280/7970 series cards in particular generally run pretty hot even in a best-case scenario.
Try running a benchmark program like cinebench or passmark performance test. Compare your system's performance to others with the same CPU and GPU. That can give you an idea of which component is not functioning properly. If all of your benches show normal performance, then you need to revisit the programs that aren't working properly.

How do I go about finding people with the same CPU and GPU?

Have you tried any other games other than arma? Does your friend have a somewhat modern intel cpu? In my experience the arma engine is an unoptimized pile of garbage that does not run well on anything especially AMD cpu's. My PC will run arma at over 60fps in some areas but the moment I enter a town or dense area my frame rate tanks.

I feel that most games I play are at a lower FPS than I expected from this rig

Sorry I'm struggling to find where and how to search this

There could be many problems, your CPU and RAM usage percentages are fine, it could just be how your setting are set. I have the same MOBO in my build and I encountered tons of problems, but I don't think that your MOBO is contributing to the problem. We can also eliminate the power supply. All of your parts seem great except for your hard drive, I don't think it is the cause but it can be very likely that if that it performs slowly that can make a toll on the overall system, you can try to defrag your hard drive. If nothing works after trying all of the options that other people tell you, if you can, then just restart the system. But can you please tell me what you upgraded your computer from? And please tell me if your parts are new or used.

Everything is new off Amazon (including the hard drive)

The motherboard came slightly bent in the mail, but I don't think that is the problem?

That is highly unlikely but it could be the problem, did you try to run any other games? If you could run some other games we could maybe pinpoint if its Arma or your computer, if you can run some other games could you please list what games those are?

its a driver problem.

Your GPU clock is only 500mhz (it should be 1000mhz +).
use DDU to remove your current driver and reinstall.

i had this problem yesterday when i got a driver crash.

Just went to install the driver with the auto detect, for some reason it is picking my Windows version up as 8.1. Should I be worried about that? It is mean't to be Windows 10

auto detecting is bad haha

select your driver manually, its always better. Download the correct version and everything will be fine.

But first you will need to unninstall with DDU.
