Question Major screen tearing and low FPS.

So I decided I wanted to upgrade my pc since I was seeing screen tearing in my older build and I just figured my pc was getting out of date. So I got a new motherboard gpu and cpu. After putting it together and turning it on I realized immediately that I was still getting scree tearing and still couldn’t push much over 69fps. What the hell is going on?
Here’s what I got;
Cpu: ryzen7 2700
Gpu: Rtx 2070
Motherboard: MSI b450 tomahawk

What resolution? What games? What RAM (capacity and speed)?

Did you do a clean install of Windows and drivers after upgrading?

1920x1080. Nearly all games and even videos if I watch them in full screen. Ripjaw v series 16 gb. And yes I’ve updated all my drivers. I haven’t done a clean install of windows. I mean it just seems odd to me that I’m getting the exact same problem I had before I upgraded. The only thing that’s not new in my case is my HDD SDD and my PSU. My psu is major pos btw. Do you think that could effect something like this?

What were your previous specs? What exact model of PSU do you have? Not sure if a poor PSU would cause your issues, typically you'd see crashed or sudden shutdowns with a PSU issue.
