EDIT 1.0
For whatever reason when i have Task Manager open lag totally disappears. For whatever reason Task Manager stables my GPU usage and i have no more spikes but the moment I close it spikes are back.
At least now I m 100% sure lag is coming from GPU usage spikes.

I had no problems at all with my pc from 2 years, i have played both Cyberpunk 2077 and CoD Cold War at ultra settings with 60+ stable fps.

I haven't playedin a while (1 week), so yesterday i start AC Odissey and i got massive frame drops every 2 seconds (from 140+ to 20). Tried also other games like League of Legends, Lost Ark and Cyberpunk, that happens even there.
I monitored some data from AMD Software, both CPU and GPU are normally cooled (gpu 50-60 celsius, cpu 70/80 celsius). cpu usage is normal but GPU usage is totally crazy, goes from10/20% to 70/90% constantly, every 2 seconds more or less even if I'm not moving at all in game.

Tried to reinstall gpu drivers. install older drivers (now i have 21.8.2), uninstall AMD Software, even changed termal paste on cpu lol but nothing changed and this is driving me crazy because i'm having problems on games i have always played normally with high and stable fps.

That's not a very high quality PSU model. I wouldn't use this particular PSU to power up any gaming PC. Can you check the GPU on some other system, or better yet by using some other PSU if possible ?

If I'm NOT mistaken, these Thermaltake Smart SE units (<=650 watts) fall under a lower TIER category in the PSU hierarchy list. For gaming in long sessions, and for playing graphic demanding games, you should grab some other high quality unit , if you can afford one.

Okay, I know you said you didn't have any problem or issues using this PSU since last year, but there is no guarantee when a poor or low quality PSU migth fail, or show early signs of aging.
What's the make/brand and exact Model number of your current Power Supply unit/PSU ?

Also, If there are currently performance related issues: - Note the "exact" point in which the performance reduction occurred (ie: After Windows update, After Bios update, After Driver update, After thermal system shutdown, After Hardware change/upgrade etc...)

*For diagnostic purposes please disable the following:
-Any/all Antivirus/ Anti-malware software
-Any/all OSD monitoring software
-ALL overclocks outside of factory spec
.

Thermaltake Smart SE 530W
nothing particular happened that i remember, no updates at all.
I already got all deactivated, all OSD monitoring software uninstalled and never overcloked anything

What do you mean by "checkingthe GPU on some other system" and "suing some other psu (power system supply i suppose?) if possible?"

which category and hierarchy are you referring to?

btw i m not expert in hardware but i don't understand how can PSU cause my problem and why, if it is the problmem, it worked perfectly for 2 years :(
