Does this kind of keyboard with arrow keys very close to the space bar exist as a mechanical keyboard?

Not sure, but that size is referred to as a Compact keyboard or 75% form factor. The exact wording sorta varies on stuff other then full size and TenKeyless keyboards.

Which is a Tenkeyless which is 80% size. The ony you showed is 75%, which for mechanical is rare.

For 12 bucks I seriously doubt it. For mechanical you are looking at at least 30 bucks for a off name and 60 or more for a name brand. Red Dragon makes decent cheap mechanicals.
