MetroLL and Watch Dogs played at unplayable framerates when I first setup my computer and so I re-installed my graphics drivers as Tom's Hardware suggested. Now Watch Dogs is just about playable, getting around 35fps on almost ultra settings, 1080p (which is still shit).

However Metro Last Light is still getting a solid 15fps consistently, with every setting turned down to LOW at 1080p.

The R9 290x is said to be able to handle most games at 1440p pretty decently, so performing like this at 1080p is odd.
How do I fix this and is anyone else having the same problems?

Solution
Watch Dogs is notoriously hard on the system and not very AMD friendly, try turning AA down or off altogether for a big frame rate boost.
Metro LL should run very well, but it does have advanced PhysX turned ON by default, go to the game options (it's not in the video options!) and disable it for a huge FPS increase.
First thing I notice about your system is that you purchased a single stick of memory, instead of the normal 2 sticks of memory. Due to that, your system is only using one of the two memory channels that it supports. So that will slow it down some. But that shouldn't cut your FPS in half.

Anytime you cannot get 60 FPS on a semi-regular basis, you need to lower the settings. These game designers sit there and program and test these games on top end hardware, and then we come along with pokey little systems, and expect HUGE PERFORMANCE out of them. Thats like expecting some tiny little car to compete with a Lombardini. It just ain't gonna happen.

I do not have Metro, and while I do have Watch Dogs, I only loaded it up once, messed around with it for a couple of minutes, and have not gone back to it. So I cannot tell you much about what you should be getting performance-wise in those two games.

I re-installed drivers today.

According to multiple benchmarks:

Metro I should be getting lows of at least 50fps, averages of around 70fps on very high settings. Im getting 15fps on lowest settings.

Watch Dogs I should be getting averages of at least 60fps on ultra settings, im getting 20-40fps.

0% Load = 37.0C
100% Load = 74.0C

I think you need to get GPU-Z and CPU-Z and check to see what speeds your video card and CPU are running at, and what the temps are. I suspect either your video card or CPU are throttling due to heat.

http://www.techpowerup.com/downloads/SysInfo/GPU-Z/

You need to load up CPU-Z and GPU-Z, then load up a game and play for a few mins, and then check the settings real quick in both -Z programs. Make sure speeds are where they should be and temps are not high (greater than 70c).

As I said your hardware appears to be working, re-installing windows and the drivers should be a quick solution. Its not guaranteed if there is a hardware fault but that seems unlikely. You could spend days trying to find a software issue. A fresh install of windows will also allow you to rule out a software problem

Temps look fine then. I guess I will go with the poster above that suggests reinstalling everything. I looked around at past reports with this error, and the various things that seemed to fix this error were all over the map. There was no one or two things that were ever fixed with the same change.

Solution

YES!! Disabled PhysX and now have a constant 60FPS. Thank you so much

That's good! What are your current settings altogether now?

Highest possible on everything woop woop

I have a very similar problem. 17-25 fps on lowest settings
CPU - i7 4790k
Cooler - CoolerMaster Seidon 120XL
RAM - GEIL EVO POTENZA 4x4GB DDR3 1600MHz CL9
MoBo - MSI Z97 GAMING 3
GPU - MSI R9 290X GAMING
SSD - Crucial BX100
I'm playing on 1920x1080
Windows 10 Home. All drivers updated.
Temps are ~70C on GPU, fan works on 48% ~60C on CPU.
Disabling advanced physics did not helped.
What else can it be ?
