Micro-freeze sound and frame 0,25 sec every hour

i built a new pc one month old its micro freezes rarely maybe 7 times per day, but its very annoying and its not gaming or temp related(because its micro-freezes on youtube also)i tried many things like updating bios refresh windows reinstall drivers if someone can give me some serious advice
my specs are :asus rog strix b-350-i gaming,ryzen r5 1600 ryzen,gtx 1080 zoltac mini ,16gb ram 3000mhrz G.SKILL Ripjaws V ,Seagate FireCuda 2TB ST2000LX001 2,5inch hybrid,integra 450w sfx PSU im 95% sure its not hardware related because when it happens nothing changes from usage prespective .maybe rollback some drivers updates or install earlier windows 10 version ,or tweak some settings on bios?
 
ok so disable all and any power savings settings in bios pages. Turn on in power management high performance setting. What seems to be happening from what I can see is, your cpu is say running at 30 percent, then along comes a program that needs 85 percent. The lag may be the time it takes your cpu to spool up to 85 percent. So at high performance your cpu is always ready to go no matter what power it is called on for. See if it helps. I would also GO INTO DEVICE MANAGER and line by line, I know it is tedious, check and update drivers. Click on check online box.
