Question Micro Stutter on Windows 10 update 2004

Hi community,

I have been having problems with Windows 10 since the last update (ver. 2004). Right now I have micro stutters on Windows, it doesn't matter if I am playing or not, or if my PC is under load or not. I tried installing Windows again, I tried re-installing the drivers for my GPU, I checked my BIOS to see if anything is wrong. But nothing works so I am posting this here to see if someone can give me a hand.

Build:
CPU: Ryzen 7 2700X
GPU: RTX 2070
RAM: T-Force 3200Mhz
MOBO: Gigabyte GA-AB350-Gaming 3
Storage: 1 SSD
1 HDD
1 Nvme

Same issue and sometimes my PC will get stuck in a loop on the loading screen of windows
