Question Micro-Stuttering both in-game and on desktop.

I've been getting really weird micro-stutters, or micro freezes whenever I play a game, or just try to browse the internet. It's not an FPS issue, as I've seen my FPS, although whenever the stutter or freeze happens, it tends to drop 2-3 FPS. Normally, when this happens I'd restart my computer and that seemed to do the trick for a while, until now. I can see my mouse do a mini "teleport" or "skip" when i drag it from left to right to test whether or not the stutter happens. Any help/advice at all would be appreciated!

Is there a chance that you downloaded some sort of virus or trojan on your PC?

If it's a possibility, I highly suggest that you check out this great software, it is paid but it includes a 30-day free trial period. FYI the site looks sketchy, but don't worry it's completely safe.

If the results come back clean, the only other thing I could suggest is de-fragmenting your HDD (if your using a HDD over an SSD).
