Micro stuttering games

I have micro stuttering in most games. My specs are

Ryzen 5 1400
Radeon RX 570 4gb
16gb ddr4 ram (2x8)
1tb hdd

I have a suspicion that it's the HDD but I'm really not sure my gpu isn't throttling, and my CPU usage is relatively low in games. I have vsync permanently on in games but having it off doesn't change anything. Help please.

lochgholson, you can use SeaTools to test the drive and determine if it is the culprit of the micro stutters. It could very well be that when the game access the HDD, there is a delay in information transfer. Since when have you been experiencing this? Where any recent changes made?

I had microstutters with my new screen and found an displayport cable fixed the problem.
