Question Microstutter in games with Vsync off and unlimited fps.

Hello everyone. I apologize in advance for my English. I came for advice because I'm already very desperate and I don't know what to do. This is my third computer in five years and I've had the same problem on all of them. The problem is that in games with vsync off and unlimited fps set, such as cs2, dota2, I have 180-250fps without drops below 144fps (144hz monitor), but it feels like if I play at 20fps, the game jerks terribly, ( as in this video at 0:05 sec. and 0.35 sec.)

I've tried everything under the sun, new cables, new keyboard, new monitors, update drivers graphics, sounds, ethernet, reinstall win, and everything I found on the forums, but nothing work. The only thing I haven't changed in 5 years is the mouse. Is there any possibility that the problem is with the mouse? My polling rate is set to 1000hz, the mouse is zowie EC2-A. DPi is 1600. Nvidia settings are all for performance, I have the whole PC set to the highest possible performance.

PC specs:

i5-9600k

MSI gtx 1080

16gb ddr4

keyboard: Hyperx alloy origins

mouse: Zowie ec2-a

monitor: Acer Predator XB241H with integrated Gsync chip

the only thing where the games can be played and it's smooth is Gsync+Vsync ON and fps cap to 137, but in that I have a terrible input delay and it's quite annoying with cs2 and I have a disadvantage compared to others. Has anyone ever dealt with this problem? If so, how did you solve it? Thanks.

Past that, stuttering is caused by a temporary lack of a critical cpu resource. Usually, this is the cpu.
You can gain some cpu power by overclocking your 9600K if you have a Z motherboard.
Past that, look at a cpu upgrade, particularly one that gets you faster single thread performance.
You would concurrently need a motherboard change.
 
Fps over refresh usually gives a jittery look but doesn't hard skip like that. What's your cpu usage like, especially for core #0? If it is maxed out then that's probably why and you'll have to play around with how many fps your cpu can push without stutters.

Have you tried limiting fps without using Vsync? Gsync alone doesn't limit fps, it is just a range where fps is best suited between min & max refresh rates. Vsync is used to keep fps from reaching out of Gsync range and should disable itself, shouldn't be feeling lag at all really, not from my experience, but i guess everyone is different. Check your mouse settings in game is set to using raw input.

Try limit fps to 143 with only Gsync on.
