Question Mid Range PC slow after reinstalling Windows 10 ?

Hi Guys!

I brought everything new from store. From the first time I powered up my pc, it's always slow. It takes a lot of time to boot and when Windows finally starts up, I have to wait for minutes before I can click on something because it freezes. If I want to open something like Google or a game, I have to wait more time than expected from a mid-range computer. I tried to reinstall Windows 10 several times, but the performance is always poor.

My specs:
Motherboard: Asus Rog Strix B450-F Gaming
CPU: AMD Ryzen 5 3600
GPU: Asus Geforce Gtx 1660ti 6GB
RAM: Team Group T-FORCE Delta Force TUF DDR4 3200Mhz 16Gb
SSD: Apacer AS340 240Gb
HDD: Toshiba HDWD130 3Tb
OS:Windows 10 Pro

Some weird things:
  • I have 3200Mzh RAM but it's only running at 2400Mhz ?
  • Despite that there's no program opened, the task manager says that the CPU usage is 80% or above, but looking at the processes table I can't sum up all the 80% usage ?

I think I am into computer things, so you can treat me this way.

I have installed windows on ssd, and I don't use ssd to other purposes, so I have space on it.

I have UEFI bios version: 4007, 2020.12.08, the latest is 5003, so it's not the latest

I will try turning on xmp/docp
