Migrating Just Windows 7 from HD to SSD

I just bought a new SSD today and I have some problem with migrating Windows to SSD. The problem is that I want to move Just Windows to my new SSD but the Samsung Migration tool doesn't allow that instead it want to move Program files /x64 and some other folders as well, and I dont want to do that. I just want to move Just Windows.
Is there any other programs that can just migrate Just Windows?

There are two ways you can migrate an OS:
1. Cloning – there are lot of software programs that can do the job.
2. Make a system restore from previous made image file. But when you restore your computer from it, it'll be a complete restoration and you can't choose individual items to restore. Which means that all your programs and system settings would be restored, not only the OS in particular.
Nevertheless, even if you clone just Windows, you would have to reinstall everything anyway, because all the programs won't be in the location the OS will think they are (your SSD would be the new C: drive and Windows will think all programs are in C:, but they would be on the HDD, which would now be the D: drive).

So basically you either clone the whole drive or you do a fresh install of Windows.
