Question Minecraft GPU usage is low ?

Ok, so my minecraft is suddenly only using 20% of my GPU and its fine i get 100 fps, but the problem is that in very specific intervals its a super annoying freeze and its not a FPS drop cause its fine. And its on high performance with optimal settings and I have tried to update windows and drivers and restarting my GPU. When im playing an high end game like Rust my FPS is fine on 120FPS with medium graphics.

PC specs:
12x AMD Ryzen 5 5600 6-core
NVIDIA GeForce RTX 2060 (14GB Vram)
16 GB ram

brand and model of the psu?
how full is the ssd?

Idk what the 12x is it just said that on MC, But the temp is around 40-50C. And the SSD is only half full
