[SOLVED] Minimized apps and folders unresponsive for a bit

I've been dealing with these since 7-8 months after having this pc
Everytime I play for like 2-3 hours and then pause for a bit, then click at a window behind a game its unresponsive for a bit like 10-30 seconds NOT WORTH A PAUSE, and after it its responsive again but still stuttering even the mouse, still have to wait few more seconds to be fully responsive. Then after waiting now its my game being unresponsive...... the sounds are stuttering game lagging and after youre done something on that folder window or browser and go back to game, the game does the same thing! And longer waiting! My solution is just really wait for them and rapidly click any window and then go back to game until theyre both responsive and lasts for few minutes..
Is there a fix for it? Or i guess my veteran granpa pc is the problem again?
Dell Optiplex 780
Cpu : core 2 quad q9500
Gpu : gt 520
Ram : 4gb (my suspect)
Hdd : just some common big hdd outs there (350/500gb)

4GB RAM (too small) and a standard HDD is slow. The specs say that will support 8GB (4x2GB DIMMs). An SSD replacement would also improve it significantly.
