Missing Diplomat

I was given the quest by the Theramore commander to explore sentry
point for Hendel. Ok I ran around the camp, the text in the log book
shows explored camp in dark letters, however the quest isn't listed as
complete, the commander has nothing over his head, and the archmages
"?" is gray and he acts like I haven't completed the quest.

What am I doing wrong?

After leaving Theramore, and before going on up the road to confront
Hendel, you needed to stop in at the first big guardtower on the left,
just out of town. There's a guy there who'll have the yellow '?' over
his head, whom you need to talk to first.

That was it. Thanks. The Archmage ports into the tower just as you
enter it. Funny thing is, there is nothing in the quest description
that mention stopping at that tower...
