Missing Taskbar

I have been having a problem with keeping my taskbar on my screen. All my
correct items are checked in the control panel for the taskbar and I've even
tried the website that's been referenced in other posts (kellyskorner).
Nothing seems to work! Can anyone help me?

Rightclick open area on taskbar and click Properties.
Uncheck "Auto-hide the taskbar"
and check "Lock the taskbar"
