Question Mixing 3000mhz c15 RAM with 3200mhz c16 RAM ?

I have 2 corsair vengeance led ddr4 sticks of 8gb each.. c15 3000mhz CMU16GX4m2C3000C15R 15-17-17-35
i want to pair those 2 with 2 more corsair vengeance led ddr4 ... but their details are " CMU16GX4m2c3200c16R 16-18-18-36.
will they work fine... or is it a bad idea to pair these together ?

MSI MAG B560 torpedo
Core i3 10100
amd gigabyte rx6600 xt
corsair v650 psu

You will have to make sure that all modules will run at the same speed so at the lower 3200 c15 speed,if the mobo pushes the weaker rams to run at the higher speed you could have stability issues or it might not work at all.
If the slower rams can be tuned to run at 3200 c16 then that can work too but you need to know how to deal with potential issues.

if I get in bios and and set the speed to 3000..... with the c15 or c16 factor create issues? will i really get a better speed with 32 gb ram... or not?

You'll know, when you try it.
Generally - it's not recommended to mix different ram kits.

It may work fine.
It may require manual adjustments of ram parameters.
It may refuse to work together at all.
i could tune thm all to run at 3000mhz... but what about c15/c16 bit? will that create problems? will i get a better speed? or it wont make a difference to what i alredy have... which is 16gb 3000mhz c15
 
Your best bet would be to set them to 3000Mhz 16-18-18-36. If they work at that then try dropping down to 3000MHz 15-17-17-35.

but like said before you wont know till you try, even buying two of the exact same kits at the same time dont work together. Being that your on intel you have a better chance of those two kits working together, but its till a 50/50 shot.

Depends, I've had different kits work amazingly together, I'd had some that refused to work together, its always a luck of the draw and no one can say for sure they will work, I've even have 2 identical Corsair kits, same speed and timings, but different revisions, they were not stable at all no matter what I did, but on paper, they were the same.

Just don't know until your try it, just make sure you can return it if you really want to try it, Pretty good change it will work, RAM is pretty forgiving these days compared to the 90s and 2000s, I hated even touching the RAM in old systems like that.
