MMC and Other Admin Functions don't run

Pentium 4, 512k Ram, XP Pro SP2, Norton Antivirus, Microsoft
Antispyware, Zone Alarm He has full administrative rights.

This is my boyfriends computer and he can't remember if he installed
anything other then DotNet Framework during this time, so maybe this is
the culprit. Anyway, the first thing that happened was that he couldn't
use the Search Assistant.
He got the error: "A file that is required to run search companion
cannot be found. You may need to run setup" I tried everything to fix
this but to no avail. Then, he found out that many other XP Pro
features were unavailable as well.
He can't run "MANAGE" or any of the other MMC console features along
with DEFRAG. He receives the error, Cannot open <Snap-in Name>” when he
tries to start MMC.

Microsoft has an article on it, but the workaround involved "offline
files" and didn't work. I have been researching this for over a week
and some things that I found involved registering a file, (msxml3.dll),
but running regsvr32 C:\Windows\system32\msxml3.dll fails as well. I
also read something where installing Microsoft XML Parser (MSXML) 3.0
Service Pack 4 (SP4) would fix this problem, but that didn't work

I don't know if I've given enough information, but I have to start
somewhere! It was this wonderful group of people that helped me solve
another problem that I had last year and I'm betting that someone may
have experienced this or might at least help me go in the right
direction. I've worn out my search engine and tried almost everything
that I thought looked feasible.

Hi Wesley,

First of all, I want to thank you very much for taking so much time to
help me with this problem! I really do appreciate it.

The first thing that I tried to do was to reinstall srchasst.inf. (This
was before we knew the extent of the problem). That didn't change a
thing. I told him to use "file finder" because I couldn't figure out
the problem.

The next link that you listed, (Microsoft) with the "cannot open
<Snap-in Name> is the first place that I found with a search of the
direct error message. The work-around for this is to TURN ON the
offline files feature. I didn't understand what that could have to do
with not being able to run any Microsoft Console programs, defrag,
device manager, etc, but I did it anyway. Rebooted afterward, but still
no difference.

I not seen the second Microsoft link where "SNap in failed to
initialize", but I went directly there after reading your post. My
error does not give me a CLSID. I couldn't follow the resolution to the
LETTER though, because when I run MMC, I get the error and hitting OK
does nothing. I can go to SYSTEM32 though and open MMC.EXE to get a
CONSOLE. So I tried adding some things manually to the console to see
if that would work. Rebooted his pc after doing that, but still they
are broken. 🙁

The 3rd Microsoft link, I had also not found, but again, the message is
different. I know enough to know that nothing is constant, so I looked
in his Environment Variables section. He did NOT have that line,
(%SystemRoot%\system32;%SystemRoot%;%SystemRoot%\system32\WBEM) in his
PATH statement so I added it. Rebooted (to be sure) and still nothing
has changed.... 🙁

I am getting to think that nothing is going to fix his PC. He also told
me that he had tried XP's version of SFC /restore the other day and even
THAT didn't work.

I am going to give you the exact error that I got just now trying to
open up SERVICES:

MMC cannot open the file C:\WINDOWS\system32\services.msc.
This may be because the file does not exist, is not an MMC console, or
was created by a later version of MMC. This may also be because you do
not have sufficient access rights to the file.

It is not rights. We both have FULL rights on that pc and always have
had.

Oh well..... Again, I appreciate your taking your time help Wesley!!!

As far as I know /restore is not a switch for System File Checker (sfc.exe).

sfc /?

/SCANNOW Scans all protected system files immediately.
/SCANONCE Scans all protected system files once at the next boot.
/SCANBOOT Scans all protected system files at every boot.
/REVERT Return scan to default setting.
/PURGECACHE Purges the file cache.
/CACHESIZE=x Sets the file cache size.

default value in the right pane is MSCFile

And check:
HKEY_CLASSES_ROOT\MSCFile\Shell\Open\Command
the (default) should read as
"%SystemRoot%\system32\mmc.exe "%1" %*"

Workaround, opens Services applet, paste this into Start | Run:

mmc C:\Windows\System32\Services.msc

Follow the same for all .msc files.

Open a command prompt...
Start | Run | Type: cmd | Click OK |
When the window opens type:

cacls C:\WINDOWS\system32\services.msc

and hit your Enter key.

You should see something similar to

C:\>cacls C:\WINDOWS\system32\services.msc
C:\WINDOWS\system32\services.msc BUILTIN\Users:R
BUILTIN\Power Users:R
BUILTIN\Administrators:F
NT AUTHORITY\SYSTEM:F
---

Type:
cacls C:\WINDOWS\system32\mmc.exe

and hit your Enter key.

You should see something similar to

Good morning Wesley,

And again, I want to thank you for taking all the time that it must
have taken for so many things to try!!!

You are RIGHT about the SFC switches in XP. In the old days on my 98
PC, the command I used to use was scanreg /restore and I got SFC
confused. I had thought that SFC wasn't a valid XP command, but he told
me that it was. I didn't actually see him run it-- I only told him to be
careful about allowing files to be restored that might be SP1 files and
would overwrite the ones he actually needed. I asked him this morning
and he said he ran /scannow. Which leads me to a question for you. If I
were to run /revert, would it put him back with the system files from
Sp1 or Sp2, (since he's SP2). THAT might be an option if it would
restore system files that were updated and not the old old ones.

I ran Doug Knox's file to restore default associations for MSC files,
but it didn't work. I think I had checked that originally and he had
the same thing that I did associated with MSC files.

From Ramesh:

I went into the first key, (HKEY_CLASSES_ROOT\.msc) and the default
value was correct. He also had another useless value under that one in
there that I think might be created by Zone Alarm, (from what I could
find out) It was "ZAMailSafeext" with the data being "zlj". I am
assuming that I could delete this key but since I didn't, don't know if
it could be interfering with the default, but highly doubt it.

The second key, (HKEY_CLASSES_ROOT\MSCFile\Shell\Open\Command) was
perfect.


I then went to Kelly's Korner and got file 296, (mmc.reg) and ran that.
STILL no difference... GRRRRRRRRRRR.... This is beginning to drive me
crazy, really.

I tried to try Roger Abel's suggestions to check the permissions,
(cacls C:\WINDOWS\system32\services.msc) but his drive is still FAT!!
So I am unable to check the permissions using this command.

Maybe now would be a good time for him to just FORMAT C:\ and go that
route? I know that he doesn't want to do that, but this is a BEAR to
try to solve. I also wonder if it could be .Net Framework that did it
in the beginning and if he uninstalled anything related to that and
then reinstalled, if that might help?

This is what the revert switch does in sfc.exe

/Revert: Returns scan to the default setting (do not scan protected files
when you start the computer).The default cache size is not reset when you
run this command.

Hi Wesley,

I had decided to try to uninstall .NET and then try the /Revert, but
Brian has been sick the last couple of days and not feeling up to even
fixing his computer. Call me chicken, but I don't want to use SFC when
he's not in here, (JUST IN CASE) so maybe tonight..... If that doesn't
work, then I guess we're just going to do a RESTORE. I have the
directions that you gave me and will follow them EXACTLY.

Thank you once again for your help...I can't tell you how much I
appreciate it. If you were in CT, you EARNED dinner Wesley, even if you
didn't solve the problem!!! I'm beginning to think that his computer is
possessed (surely one of those many solutions that you offered SHOULD
have worked)!
