Question Mobo I/O ports not working. Need Help!

Finishing up my first build and wanted to flash BIOS using just the CPU because I'm waiting on power cables for the GPU. I have an i7 12th Gen with integrated graphics so it should be enough to run picture and flash BIOS. When I turned it on, the rear MoBo ports USB/HDMI/DP do not work. I have an hdmi connected monitor, usb keyboard and usb mouse plugged in. The monitor never gets a signal and the m/kb don't even flash lighting. The MoBo has a red and a yellow indicator light flashing. The manual says it means cpu not detected or fail for the red light and dram not detected or fail for the Yellow. Every cable is connected correctly and tightly. Cpu is mounted properly. Reset the CMOS and BIOS. Downloaded the new BIOS and it won't flash. Any help would be greatly appreciated. Thank you in advance.

Is this the motherboard you're trying to troubleshoot?

You've generically stated your specs, please list them like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

If your processor is an F SKU, you won't get any display out from the motherboard since it lacks an iGPU. You might want to check the CPU's socket for any bent or broken pins. If you're working with an aftermarket cooler, while having the case on it's side, relieve the mounting pressure on the CPU socket until it's resting on the CPU's IHS.
 
All fans and lighting on mobo light up and run. I just get my ability to use a monitor or m/kb
which BIOS did this board come with?

which CPU, there are multiple i7 12th gen out there?

a single 4x RAM kit or mixing multiple kits?
Not sure of the bios that it came with.

i7 12700k

I bought 2 16g kits. 2 - 8g sticks in each. Both bought at the same time, same brand, same everything. 4 identical 8g ram sticks.

Yes, that is the exact mobo. All parts purchased 2 years ago except gpu. That I bought last week. Will get you a spec list as soon as possible.

it's more complicated than that.

make sure you have the packaged kits separated and try one 2x16GB kit at a time in DIMM slots A_2 & B_2.

Yes, built and never powered up until purchase of gpu.
