Specs:

MB Gigabyte GA-F2A55M-HP2
RAM- G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1866
OS- Win 7 64 bit, Home Premium

Problem-
OS, BIOS, CPU-Z only reading 2GB of RAM in each stick

There are only two slots on my mobo so switching slots is limited. I checked each stick individually and each stick is only being read at 2GB's. Originally I thought I had a dead stick so I tried them out one at a time and both sticks indeed do work, both slots indeed do work, but BIOS only reads 2GB of RAM from both sticks in both slots.

Has anyone ever seen anything like this, any way to get my RAM ?

Solution
Discounting possibility that you got some fake RAM sticks, did you reset BIOS/CMOS ?
Another step would be to reset BIOS, take them out and start computer. It would not BOOT up and you'll hear beeps. Shut it down and insert one stick and see what BIOS shows.

I didn't reset the BIOS/CMOS but I basically did the latter part of your solution. I'll try resetting it thougulh. I have never heard of someone buying fake sticks before, they have 4gb right on them. I can't remember if I bought them used so I guess it could be possible for someone to pop on a sticker labeling it 4gb instead of 2gb.
