Monitor Blank With New Graphics Card.

Before telling me that there are other problems similar to my own and tell me to check those out, know that I have checked most of them and have done the methods described and it has not worked for me.

I recently bought the EVGA GTX 950 SC+ 2gb Graphics card. When plugging it into my motherboard and PSU, I turn on my PC and my monitor is blank.
GPU's fans are running, yes it is firmly tightened into the PCI Express 2.0 Socket, and the 6pin power connector is firmly in place.
I recently had an AMD Radeon 7770 graphics card. When I switched that card in again, it works perfectly. I tried disabling/uninstalling the Radeon GPU from the device manager, shutting down, putting in the EVGA gpu, and turning it on, still a blank screen. I tried in the BIOS setting it to set it to PEG instead of PCI (and vice versa) still nothing works. I did try updating my BIOS, though i'm not sure i updated it correctly (if you think this is a BIOS problem and that I didn't update correctly, then can you describe the correct way to update the BIOS). The card said it requires PCI Express 2.0 and my motherboard has that. I have seen this problem all over the internet (including the EVGA FAQ) and have tried mostly everything. Help with this is GREATLY appreciated.
(One thing I have noticed is this whole "Legacy Boot" / UEFI thing. I checked that out, I have Legacy Boot, maybe that has something to do with it, but is extremely complicated. If that is the problem please dumb it down so a 10 year old can do it please, thank you!)

-(New graphics card im having trouble with) EVGA GeForce GTX 950 2GB Superclocked+ ACX 2.0 Video Card
-Windows 8.1 64x
-Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
-Antec VSK-3000 Micro ATX Mid Tower Case
 


No I havn't tried that. That sounds like a good idea but I have no other system that I know of to try it in. If I did, it wouldn't be harmful in anyway to try the new graphics card in another system right?
 


Ok I will try to find a system i can plug it into. I actually just updated my BIOS. Before I was uncertain, but now I am. So updating my BIOS is out of the picture. It's looking more and more that it is just a faulty graphics card. Thank you for your help, hopefully it is that because then I will at least have an answer.
