Question GPU Clock Tanks Immediately When Loaded Then Runs Fine

Title says it all. Upon starting a game, or a 3DMark test, the GPU clock tanks (based on Steel Nomad Runs) for about 7-8 seconds (so display freezes), and then recovers, and runs great for the rest of the time I'm gaming. Did a clean driver install, nothing obviously off in BIOS settings, and not sure what could be a setting that would only hit performance on S/U.

So, this is a (mostly) new build.

Gigabyte X870E Wifi7 Elite
Ryzen 7900X
32GB (16x2) Corsair Vengeance (EXPO Version)
Gigabyte 4070 Ti Super(Windforce)
Crucial 4TB T700 is system drive.
Seasonic TX-750W Titanium PSU

I've attached a link to a video of the opening of CP2077. You can see that behind the locked screen, the game is still going normally, and then the video starts catching up to the rest of it. Game plays great with zero issues once past the startup thing.

You're trying to run a GPU that has 850w power supply recommendation on a 750w power supply.

I'd say high likelihood that your problem is there, tbh you're lucky it does not outright crash out.
I fat-fingered the GPU (fixed). It's a 4070 Ti Super, for which the recommended PSU is 750W.

are you running this of the adapter that came in the box

you will need this if you have the crappy adapter supplied in the box people bend them all the time and thats what breaks them.
