I had this issue with my older (8 year old laptop) and windows 10. Now besides needing a Windows 7 PC since i do computer work and still 80% of my clients, if not more, are on 7, i still needed a windows 7 PC without doing a Virtual Machine anyways.

Once I down graded it back to 7 it was fine. It ended up being that my video card in my laptop, even though at the time at the end of 2009, was a great card (ATI Radeon Mobile 4670 1GB Core 2 Duo 2.4 1066 FSB and 8Gb 1066 DDR3) and i played long into 2014/2015 with current games on it (Until i started playing DX11 Only games) and had no issues, but with windows 10 the screen looked like crap and hurt my eyes because the drivers weren't official.

Sooooo in a nut shell check the drivers...

Sooooo in a nut shell check the drivers. Maybe redownload them from who ever your GPU maker is.


Edit: Just saw the picture. Looks like it is running 256 colors in 8bit! (had one of those cards. Beat Unreal tournament on it with funky looking colors XD). I would def check the drivers.
