Question Monitor not getting any signal on start up but works after 1 reset every time

So the issue I've been having is every time i start my pc niether of the 2 monitors don't get any signal or just the mother board splash appears then it says no signal,
I have 2 monitors, one plugged in with display port and 1 with hdmi, i have tried switching the hdmi monitor to being plugged in to the motherboard instead of the gpu and unplugging and repluging the monitors in to different ports on the gpu, checking if the gpu was in loose on the mobo, and restarting the computer, and updating drivers
I've discovered that every other time i boot the computer it works fine, so if i boot it up and nothing is coming up on the display i turn it off with the power button turn it back on and its fine, but if i put it to sleep or shut it down the next time i start it up the display doesn't get any signal again, I'm lost on what to do.

OS: windows 10 home
gpu: geforce gtx 1080
cpu : amd rysen 7 5800x
mobo: b450 tomahawk max 2
 
without the cmos battery having about 3Volt, motherboard is losing the settings in BIOS and it could be, that your symptoms arise -> not powering on at all
if the PSU is faulty, main voltages or more power which is needed to power on a system could not be provided to the motherboard
a frozen or crashed hard drive won´t boot/power on a motherboard

RAM could also be a problem aside the CPU 😉

the most likely thingy I see would be the PSU, but wanted to get you some other thoughts too
 
wrongly-placed can cause monitor saying no signal. ... Unplug each cable and then replug them. Ensure each one is properly connected
