I just bought an AOC I2369VM 23". I don't know what the price is in the USA but I paid £123 here in the UK.
The response time is 5ms, which is a bit slow compared to the higher-end monitors, but unless you need a serious gaming set-up, you're never going to notice. The built-in speakers are mediocre, but that's normal for a cheap monitor. the important thing is that it's cheap and it has a good display. I'd like a bigger screen, but above 23" you either lose quality or pay a lot more.

I'm happy with it so far, my only concern is it's longevity; my previous monitor was a Viewsonic VX 23", it had a crystal clear IPS display, but it failed after 2 and a half years - 6 months after the warranty ran out. Hopefully this one will last longer.

do ips monitors have a short lifespan

No, They shouldn't last any less than a TN Panel. It's just bad luck or poor design choice if it dies before its rated time.
