It depends on what you want to test. If it's single core processing:
  • Counter-Strike: Global Offensive
  • Rocket League
  • Practically most games from before 2015
If you want to test multi-core processing:
  • Ashes of the Singularity
  • Civilization 6 during CPU turns (it does have a standalone CPU bench)
  • Ubisoft's games made since 2019
  • Shadow of the Tomb Raider
  • Code Master's F1 games
To answer the original question, no. There's no game that can saturate a 32-thread processor

What is the most CPU-stressing game currently on the market?

Is there one that can make every one of the 16 cores of a Ryzen 5950X to 100% load?
I am to understand that many games in the 'turn based strategy' genre fit that bill. The outcomes must get highly complex as the number of set-pieces get ever greater, and not so heavily interdendent that it allows a programmer to unleash a lot of threads to run the calculations in parallel and get the turn completed faster. Some of the more note-able include Ashes of Singularity, Civilization VI (mentioned before), and much of the Total War series of games (War Hammer, Empire, etc.).

I remember one person telling me War Hammer would bring his 3950x to it's knees and that a manual all-core overclock helped. One of the few clear examples where fixed overclocking less then the boost clocks can improve gaming experience.
