Motherboard BIOS splash screen

When I go to restart my computer to get into the BIOS the BIOS splash screen does not appear thus giving me no option to enter the BIOS by hitting the delete key. I have an MSI z370 m motherboard. Even without the splash screen I hit the delete key to enter Bios and nothing happens, as a matter of fact it doesn't even load to Windows when that happens I have to manually push the power button to restart the computer. Sometimes the splash screen appears and sometimes it doesn't.

The instructions usually say "hit the Del key". I find that often the system does not detect a simple press-and-release. Instead, as the system first starts to boot up I hold the Del key down until the opening screen of BIOS Setup appears.

I haven't tried holding down the delete key but I have tried repeatedly pushing it while it's starting up. As for the splash screen appearing some of the time I really have no idea.
