What if my chosen motherboard (b450m mortar max) has USB 3.2 slots and the case I’m planning to buy only has USB 3.0 , does it matter?

Your motherboard usb slots will be in the back of the case, its not the same connectors that the case have in front. You can connect directly to it usb devices.
