Motherboard does not turn on power supply, light is on.

I have an ASUS p8z77-v lk that would not turn on. I can see the green LED on the motherboard but the power supply does not turn on when i hit the switch. I have confirmed the power supply is working on another computer, and also confirmed the the switch is also working.
UPDATE: I found a bunch of green residue on my motherboard, not sure if its the culprit.

Try clearing the CMOS ,then try the PSU.

Ok so I tried that but no luck, i also updated my post with a screenshot where i can see green residue on my motherboard. Doesn't seem normal.
