Motherboard lights up but no fans turn and PC does not boot

The motherboard (a B250M-K) lights up (see image attached) but does not boot and the fans do not turn. I have no clue as to why its not booting into the bios and any help would be greatly appreciated.

Update:

I've been messing around with the system and have found that the fans will spin is the CPU power cable is NOT connected, when it is connected. The fan will try to turn but will stop after a split second. I have no clue what to do at all. Currently, the cpu power cable has 8 pins but the motherboard only takes 4 so I leave the other 4 just hanging loose (not touching anything including the board).
