Motherboard making buzzing sound, near the ram area

As the title says I've been experiencing a buzzing sound in the ram area on the motherboard. I've stopped every single fan in the case, I replaced the PSU, tried a different GPU, reseated the CPU and RAM multiple times to no avail. The sound is not very high pitched, so I'm guessing it's not coil whine, but what do I know.

P.S. PC is rather new, 3-4 months or so. I forgot to mention that the buzzing sound only happens when I am playing a game. Also, PC will randomly shut off during gameplay, I have no clue what triggers it. I have gamed for many hours and it did not shut off. I stressed the CPU using software and the noise was not present. I'm thinking of replacing the motherboard or the ram. Which so you guys think I should replace first?

Update: I ran the windows memory diagnostic tool and no problems were detected.
