Motherboard not sending PS ON signal?

So my pc crashed and then refused to turn on, did the paperclip test and tested all voltages (all of which were normal), tested the power button (where it connects to the mobo) and a circuit is made when the button is pressed, however the voltage on green cable on the 24 pin connector doesn't drop as it should do (the power on signal if I am correct). I am assuming this is a mobo issue, however what other fixes can I try or tests can I do as its a lot of time and money to simply replace the whole mobo?

What are you full system specs including make and model of your PSU?

Sorry I should put those in the post:

CPU - FX-8350
GPU - Gtx 660
RAM - Generic 8Gb
MOBO - 990XA-UD3
HDD - 1tb toshiba
PSU - Corsair VS650

You could try turning on your power by bypassing the power button using your motherboard Power button jumpers. Simply use a paper clip/wire or other conductive metal and touch the power switch jumpers together. This should remove the power on button from your case from the equation, on the chance it is bad. If your PC powers on by "hot-wiring" the power switch jumpers then you know you have a bad Power Switch on your case. If it doesn't work either your motherboard or PSU are bad.

So I manage to fix it by removing and putting back in place the clock battery, not sure if this was the only cause and it is perfectly fixed but it now turns on!

That reset your CMOS which is a common fix. Glad you found something that helped you!!
