Question Motherboard not turning on...

So first time building and I'm having issues powering on my motherboard (b450 tomahawk max). I've plugged in all cables but nothing happens when I press the power switch. I've checked with two PSU and they both work.

When I plug the 24pin connector into the motherboard and turn on the psu I notice that this chip (

) gets very very hot very quickly. I've unplugged everything from the motherboard and only tested only plugging in that 24pin connector and still the same result.

Do I have a DOA motherboard? I've tried all the basic troubleshooting methods with 1 RAM connected etc... Any help on this would be appreciated.

• Yes I remembered to plug in the 8 pin CPU connector
• When I plug everything in nothing boots, no lights, no fan, nothing.
• Takes about 1 second~ for the chip to be too hot to touch (Can't be normal right?)

It was initially and then I took it out for further testing. Both yielded same results.
