Question Motherboard on-board power/reset buttons are receiving power but nothing else is.

So i just got this X99 board to upgrade from my X79 system and the board gets to power to the onboard power/reset buttons but nothing happens when i press them. I have literally done everything. I reset the Cmos, reseated the Cpu, made sure there were no bent pins, used a known working psu, tried booting using a ram stick in each slot, ram is known working ram, cpu is a working component. i have setup the system outside my case and inside my case and nothing. put together my X79 system with the same psu and it starts up as normal. I forgot to mention i even changed the cmos battery for a new one. Wanted a second opinion on whether the board is actually dead. Also would "Asus" RMA a old 5yr board?

The X99 build was gonna be composed of
Asus X99-Deluxe
Trident-Z 3000mhz 2x8gb ddr4
Evga 850w Supernova G2
I7 5820k
Powercolor Red Devil Vega64

Everything minus the X99 stuff is carrying over from my X79 build and from my secondary build to use the DDR4.
